1. Now the United States is the biggest energy producing and consumption country in the world. The American energy administration has proposed the biomass energy power generation plan, and the first practice region has been build since 1979 which sponsored by the regional biomass energy plant of the United States energy administration.
2. The congress of the United States has pass biomass research and Development Act in 2000, and it published the "Report of development and promotion of biomass based products and bio energy and the biomass technology route map in 2002. At the same time, the biomass project office and biomass technology consulting Committee was being built.
3. In 2008, the biomass energy accounted for about 3% of the total energy supply in the United States which has become the biggest resource for the renewable energy domestically. Among the primary energy consumption in American, the renewable energy accounted for 6%, and biomass energy accounted for about 47%. During the energy consumption for power generation, the renewable resource accounted for about 9.1%, 67% of them are biomass energy for power generation. The American energy department has proposed the development plan of increasing the green power electricity. Until 2010, about 1100, 0000 KW of biomass energy power generation capacity was increased in the United States. The America renewable energy production tax had provided 1.8cent/ KW of tax subsidy to the biomass energy power generation.

In 2009, the production of American ethanol fuel is over 3.4 billion gallons and the technology which processed ethanol by the fiber material has been developed by American and the rice husk power generation demonstration project has been build. The increasing of the ethanol fuel makes the proportion of energy transmission consumption rise from0.58% in 2001 to 4% in 2010. Every year, the carbon emission is going to reduce about 0.1 billion and increase about 20 billion of the farmer income. In 2020, the biomass energy will account for about 10% of the total American transmission energy consumption, and the chemical products and materials which come from the biomass products will account for about 18% of total of American chemical products.
6. In 2030, the biomass energy will account for about 20% of the total of American transmission energy consumption, the biomass product chemical and materials accounted for about 25% of the total of American chemical products.

The development situation of biomass energy in Europe

1. The German government has always attached great importance to the development and utilizing of biomass energy. In 2001, the Parliament has published the Biomass Energy Act.
2. At the end of 2002, the utilization of biomass energy has accounted for about 3.4% of the total heat supply in German, 0.8% of the electricity supply and 0.8% of the amount of energy use. There are about 100 biomass energy power generations all over the country, and the total power capacity is up to 400MW. About 1900 sets of gas equipment was being manufactured in 2002, the total capacity is 250MW.
3. From January in 2004, the German government began to implement the tax exempt policy which exempt from partial tax of pure biomass fuel or mixed fuel. In the light of production and consumption of biomass diesel, German is at the leading position in the European Union or all over the world. The production is up to 715000 ton in 2003, increasing 58% comparing with 2002. In 2004, the production is up to 110000ton, and it becomes the biggest country in the world which produces and applies the biomass diesel around the world.
4. In 2005, there were about 140 regional biomass cogeneration power plants. At the same time, there are nearly 80 such plants in the planning or at construction stage. From January in 2005, France has carried out aspiring new plant to promote the development of biomass energy, and the goal is to become the first big European biomass fuel production country.
5. In 2006, the France government announced the investment of 1billion Euros ($1.2billion) to build 10 sets of biomass fuel device. In 2008, the biomass energy accounted for about 5.8%of the total fuel consumption, it reached 7% in 2010, 10% in 2015. In 2009, the oil price was lower continuously; the German government canceled the biomass fuel tax support policy. As the increasing of production capacity gradually, France may become EU’s largest biomass diesel production and consumption country which surpassed German.
6. In 2030, the consumption of renewable resources accounted for about 20% of the total amount energy consumption in EU, the biomass energy accounted for about 10% of the total amount of transportation fuel in EU.

The development situation of biomass energy in Brazil

1. From the first oil crisis in the world, the government of Brazil made a significant strategic decision for energy which chooses sufficient resources of sugarcane as raw materials for the development of ethanol fuel.
2. In 1980s, Brazil started to implement the "Biomass Diesel Plan", but it was terminate eventually due to the high cost.
3. In July 2, 2003, the Brazil government restarted the biomass diesel program and the investment on the research and development of biomass diesel was increasing gradually.
4. Brazil has built a complete industrial chain of ethanol fuel. Brazil is the only country which didn’t supply pure gasoline in the world. 97% of the country’s ethanol is being used for fuel. In 2005, the ethanol fuel consumption in Brazil replaced 45% of the gas consumption at the same year. The ethanol fuel is become a pillar industry in Brazil, to ensure the energy security in Brazil, to promote the economic development and increase the employment.
5. In January 19, 2010, the world's first ethanol plant was put into use in Brazil. The Brazil government support for biomass power generation through the international cooperation in clean development mechanism (CDM).

The development situation of biomass energy in China

1. The development of biomass energy has always been carried out in the concept and framework of “Improving the rural energy”, it started from the rural household biogas early, and then built demonstration spot in the aspect of straw gasification and biomass pellet fuel.
2. Until the end of 2005, the nation has built 3784 big and middle scale biogas pools, and the annual production capacity is about 0.341 billion biogas, the annual process waste and dirty water is0.12 billion tom, the amount of using biogas is 8 billion m³.
3. From January 1, 2006, Law of renewable energy of the People's Republic of China has been published formally.  For the first time, the nation encourages the development of biomass liquid fuels included fuel ethanol in the form of national legislation. The ash content after consumption can be used as potassic fertilizer to save the cost.
